Minutes of Meeting
December 6, 2011

Members present:  Richard DeBold, Mike Paveglio, Jeff Jordan
Others Present:  Nancy Tanner (Town Administrator), Jim Plunkett, Michele Plunkett, Pat Clarke, Donna Chagnon, Lucille Noel

Chairman DeBold opened the meeting at 7:00PM.  

Department Heads

Police:  The Police Department is hoping to help about 15 kids this year with their Secret Santa project.  

Library:  3-D art is on display for the month of December.  The writers club has been meeting regularly.  The Library is having a raffle of the month.  

Highway:  The crew has been working on several roads restoring ditch lines and getting ready for winter weather.  The Selectmen asked about the large repair bill for the grader.  It needed an engine replacement.  Jim said to purchase a 1990 grader the cost would be around $75,000 and the cost for a new grader is about $267,000.  It costs about $900/day to rent a grader.  With that information he made the decision to have our grader repaired.  

Food Pantry:  Donna will be delivering the Holiday Baskets on December 22nd.

Building:  Three permits have been issued since the last period.  Total fees = $335.60

Other Business

Correction to the November 8th minutes:  In the November 8th Board of Selectmen minutes there was a subheading that read “Grange Hall Window Replacement” it should have read “Grange Hall Window Restoration”.

Agricultural Commission:  The Agricultural Commission has asked the Selectmen to request a warrant article to accept the provisions of RSA 79-f.  The Selectmen would like to speak to our Assessor.  Nancy will set up the meeting.  

Abatements:  Mr. DeBold made a motion seconded by Mr. Paveglio to approve an administrative abatement for Tax Map 3 Lot 67 $40,900 in value will be abated as recommended by the assessor.  Motion passes.

Mr. DeBold made a motion seconded by Mr. Paveglio to approve an administrative abatement for Tax Map 9 Lot 19 $1,200 in value will be abated as recommended by the assessor.  Motion passes.

Junkyard:  The Selectmen agreed to provide a grandfathered junkyard license to Ed O’Brien with the conditions recommended by Municipal Resources.

Park and Recreation:  The Park and Recreation Commission has received a Recreation Trails Program Grant to construct a multiuse perimeter trail around Carpenter Park.  The Grant amount is $21,800 and the match amount is $7,991.  There will be a public hearing to accept the Trails Program grant money. The Parks & Rec. Commission has also been tentatively awarded (waiting Federal funding) a Land & Water Conservation Fund grant from DRED for upgrades to Carpenter Park recreational facilities.  This grant amount is 98,000 and is a 50/50 matching grant.  The Commission would like to use their Capital Reserve Fund to pay the Town Engineer, CLD, to assist in the planning process to implement the Trails Program grant.  

Mr. DeBold made a motion seconded by Mr. Paveglio to enter into an agreement with CLD Consulting Engineers, Inc. as outline in agreement document signed on this day and to authorize expenditure not to exceed $10,000 from the Park and Recreation Capital Reserve Fund for this purpose.  Motion passes.

Trash Removal:  Mr. DeBold researched the option of purchasing a roll-off container.  It will cost roughly $7,000-$8,000.  He also asked if the Town Office would contact NRRA to see if we could explore other vendors.

Policy:  The Selectmen adopted and signed a new Fund Balance an updated Investment Policy.

Accounts payable and payroll were approved.



A motion by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at 8:22pm.  Motion passes.
